European Co-operation Projects

In this section we would like to emphasise the fact that certain criteria enable rapid identification of possible projects in the Creative Europe programme. However we also stress that the information provided on this website does not invalidate the absolute necessity to read the respective guidelines relating to the different lines of funding in order to specifically assess the eligibility and evaluation criteria. Objectives and priorities (summary)
- To help cultural and creative organisations operating in a transnational context (in Europe and beyond) meet their application deadlines
- To create opportunities for the mobility of artists and their work
- To focus on activities that help provide agents with the skills and know-how to help strengthen the sectors
- To support the creation of audience development as a way of stimulating interest and increasing people's access to culture.
Some preliminary considerations
- There are no quotas by countries or regions and/or cultural or artistic areas
- The financial model is co-funding
- Projects can have a duration of up to 48 months
Eligibility Criteria
- Entities (companies and collectives) from the cultural and creative sector;
- Entities with 2 years of legal existence (only obligatory for the entity's project leader);
- Non-for-profit projects;
- Partnerships can be established with entities of the following countries:
- EU members;
- EU candidate countries;
- Países EFTA countries (Iceland and Norway)
- Countries that are part of the Neighbourhood Policy (we emphasise that the participation of these countries depends on the signing of a specific agreement with the EU. The list of eligible countries can be consulted on the European Commission website.);
- At least 1 of the partners must originally be from an EU member state or EFTA member
Note: Partnerships with non-EU countries are possible when:
- They don't count as one of the minimum number of required partners
- Expenditure incurred by non-EU countries is not eligible
- Costs do not exceed 30% of the total value of the project
Project Categories
Smaller scale projects
- 3 partners (1 leader and 2 partners from different countries);
- Co-funding of 60% of the project's total value;
- The maximum amount of co-funding is €200,000.
Larger scale projects
- 6 partners (1 leader and 5 partners from different countries);
- Co-funding of 50% of the project's total value;
- The maximum amount of co-funding is €2,000,000.
Evaluation Criteria

Process of Evaluation
The evaluation process takes 6 months.
Projects are evaluated by independent experts, firstly on an individual basis and then with a joint meeting (two in the case of larger scale projects). This is followed by a meeting with members of the European Commission and EACEA to formally list the projects according to their evaluation.

Funding
- Percentage paid 30 days after signing the agreement
- Percentage according to the table below*
- The final payment is pre-determined and paid after the final report is presented
