“The development single guidelines require, among others, that a previous work should be released/broadcasted in a country other than the one where the producer is based, and this in the period after 01/01/2017 and before the date of submission of the application.
We have analyzed the situation and indeed, the current crisis could impact the producers who had foreseen to use as previous work a work planned for cinema release between the start of the lockdown and the date of submission of the application. However, the number of impacted applicants is expected to be very limited.
Having said that, this is what we would suggest:
Referring to the ongoing call (May DL)
Considering the current situation, applicants that are in the described situation may apply providing information and proofs of the planned and cancelled cinema releases.
The evaluation committee will assess the proofs of the cancelled releases and whether they fulfil the eligibility criteria.
As the call is open and we need to ensure equal treatment to applicants, we cannot consider a corrigendum of the call.
Referring to future calls
When reshaping the development support in the future, the long-lasting impact of the crisis will be taken into account and eligibility criteria will be adapted accordingly.
We are aware of the need to adapt the support mechanisms and this will be reflected in the future calls.
Last but not least, I would like to assure you that we are in constant dialogue with our main stakeholders, and we are keen on defining the best flexibility measures, when they are needed.
In assessing the need to postpone calls' deadlines we decided to keep the May deadlines as any change would entail postponing the selection process and the payments in a time when cash flow is the major problem."
